Yes, its entirely normal. 99% load means your GPU is being fully used. Thats fine, because thats exactly what its for.

Is 90 CPU usage bad?

Short answer: Not necessarily. Long answer: Being at 100% usage wont damage your processor, or indeed any component in your PC. Even temperature is usually incapable of causing damage since your CPU will automatically throttle itself or shut off well before it can get hot enough to damage itself.

80°C is the target of NVIDIA GPU Boost 2.0, so anything around that is fine. Essentialy, your card will automatically overclock until it reaches the 80°C target. I recommend forcing 2-4X MSAA, or SSAO/HBAO. Have an on-screen display and enable the GPU Usage monitor, and Framerate. Get your settings set up right to where the game is cycling 90-100% all of the time. If you set the driver options to performance, you get lower quality and lower GPU usage.

Is it bad to max out your GPU?

Totally normal and with your temps, you should be just fine. When I had my single 470 it maxed out in BC2 and in SLI, would use a good percentage of both gpus. Even my new MSI 580 Lightning is pretty much running at 99% in BC2 with everything maxed.
